In most cases, one can become a real estate broker in two separate stages since most states require that you pass their examination even before you can work as a real estate agent and then a second examination before becoming a full real estate broker. It is true that in some specific states the process of learning as an agent and finally becoming a real estate broker isn't clearly defined as in the situation where one licensing system covers everyone who works within the industry.
